Government & Legislative Affairs
The Firm’s Government Relations Practice Group, led by attorney Edwin Quiñones with over four decades of experience in the legal profession, has extensive experience in representing government entities and in advising private firms and individuals before various departments, agencies, boards and commissions of the Executive and Legislative Branches of the Commonwealth as well as at the Federal level. The Government Relations Practice Group monitors and provides analysis and timely status reports on pending legislative bills and proposed regulations that may impact the Firm’s clients’ interests. In addition, the Government Relations Practice Group assists the Firm’s clients in evaluating whether proposed legislation or regulation should be supported, opposed, or whether additional amendments are warranted. Once a client decides on a given strategy, the Government Relations Practice Group assists in the preparation of written testimony to be submitted to the appropriate legislative committees or agencies.
In addition to its other efforts, the Government Relations Practice Group also advocates for the development of effective policies on behalf of the Firm’s clients, which it effects through its lobbying efforts before the Commonwealth’s Legislature and/or Commonwealth’s agencies in order to ensure that its client’s positions are adequately considered during any legislative and/or administrative processes.
The Government Relations Practice Group also assists municipalities in maximizing their opportunities under United States Government and the Puerto Rico Government’s programs on areas such as housing, health, transportation, public works and others. Further, the Government Relations Practice Group advises municipalities and private entities in the opportunities and pitfalls involved in the development of public-private partnerships to incorporate private capital and innovative ideas into the traditional functions of municipalities, in particular, how services to its residents are performed and delivered.
